Support for the provider portal

To claim funding for any 2, 3 or 4 year old in the Autumn term, providers need to use the following documents Parental Declaration form (pdf format, 268Kb)

Providers must photocopy this form and give out to all parents/caregivers. You cannot make a claim without having a parent/caregiver complete this form each term and may be asked to submit completed forms for future audit checks. This form asks parents/caregivers to declare how many hours their child will be claiming through your setting for the current term.

Disability Access Funding (DAF)

Providers offering 3 and 4 year old children early education funding can claim Disability Access Funding (DAF) to support disabled children to access the free entitlement.

3 and 4 year olds will be eligible for the DAF if they meet the following criteria:

  • the child is in receipt of child Disability Living Allowance and
  • the child receives free early education

*Please note that four-year olds in primary school reception classes are not eligible for DAF funding.

To be eligible for DAF, the child must be named on the DLA award letter and receive early education (children whose siblings attract DLA but don’t themselves would not be eligible). The DAF funding is a non-transferable lump sum payment of £615 per year and the parent must nominate which provider will receive the funding.

The provider will then need to send a completed application form (docx format, 123Kb) signed by a parent and a copy of the Disability Living Allowance award letter to Oxfordshire County Council at earlyeducation@oxfordshire.gov.uk.

Sample template invoice

A sample template invoice (doc format, 32 Kb) has been produced as a guide for providers to help when invoicing parents. It is for those providers who are registered to deliver the free Early Education Funding entitlement. The template can be adapted to fit providers' needs.

It is not a requirement of the scheme to use this invoice template when billing parents; however it is a requirement of the Code of Practice that providers should make sure that parent’s bills are set out clearly. This is so that parents can understand and recognise what hours they have had for free and what additional services or hours they need to pay for.
