National and local fire performance indicators.


365alive is Oxfordshire Fire and Rescue Service’s campaign to save and improve the lives of people across Oxfordshire.

Our vision is supported by:

  • Road Safety
  • Trading Standards
  • Emergency Planning
  • Gypsy and Travellers' Services

The campaign will run for six years from 2016 to 2022. In this time we would like to achieve the following:

  • 6,000 more people alive as a result of our prevention, protection and emergency response activities
  • 85,000 children and young adults to be better educated to lead safer and healthier lives
  • 37,500 vulnerable children and adults helped to lead more secure and independent lives supported by safe and well-being visits
  • 20,000 businesses given advice and support to grow
  • 1.6 million safety messages delivered across social media platforms

Quarterly performance update

April to December 2017

Oxfordshire Fire and Rescue Service aims to provide an excellent response and we have set ourselves the following response target:

  • Under normal circumstances, when an emergency occurs a fire engine will be sent from the nearest fire station. We aim for 80 per cent of these attendances to be made within 11 minutes and 95 per cent to be made within 14 minutes.
  • We are currently achieving these standards at 91 per cent and 97 per cent respectively.

Statement of assurance

The statement of assurance informs our local communities about how the fire and rescue authority have met and continue to meet the requirements of the Fire and Rescue national framework for England.

The national framework sets out the requirement for fire and rescue authorities to provide an annual statement of assurance on financial, governance and operational matters and to show how they have due regard to the requirements of the framework and the expectations set out in authorities’ own integrated risk management plans.

To demonstrate this, the framework requires that each authority must publish an annual statement of assurance. The following document is intended to meet the obligation to produce this statement through reference to public webpages, existing reports and documents.

Annual reports

This report reviews our performance over the last financial year (April 2016 to March 2017) and shows the headline statistics and trends in incidents and emergencies that we have attended.

This allows us to recognise areas where we have done well, identify where we can improve our service and identify trends in specific incidents and emergency types. It helps us decide where to focus our efforts and resources to reduce threats and seize opportunities. This report contributes to our future planning and is essential to our process of integrated risk management.

Response standards

The Response Standards report from 2013-14 onwards will now be included in the Annual Report.

National performance measures

Customer service excellence

Oxfordshire Fire and Rescue Service was the first Fire and Rescue Service in the country to receive this prestigious award (in March 2009). The accreditation has been retained in March 2016.

We use national benchmarking reports and tools.

Fire statistics monitor: April 2016 to March 2017

We are also part of a Chief Fire Officers Association (CFOA) family group to facilitate benchmarking against brigades of similar size and demographics and to promote best practice.

Operational assessment

Operational assessment (OpA) Fire Peer Challenge

Oxfordshire County Council Fire and Rescue Service (OFRS) has undertaken an OPA Fire Peer Challenge during the week 13 - 16 May 2014.

The team triangulated and challenged the evidence we submitted in the self-assessment by visiting teams, watches, managers, individuals, politicians and trade unions.

They have looked at our systems and processes to examine and assess the organisations leadership of the service, capacity, approach to safeguarding and the following key assessment areas:

  • community risk management
  • prevention
  • protection
  • response
  • health and hafety
  • training
  • call management and incident support

The feedback from the team was very positive. In particular, they have been impressed by the leadership we have demonstrated at all levels across the service at a challenging time, the political support we have from our elected members, our long-term strategic planning, the success of the restructure, our cross-directorate and integrated approach with Oxfordshire County Council.

Also, the way we are delivering against our 365alive vision, the strong programme management and delivery of Thames Valley Fire Control Service, our effective identification and management of risk, and the superb way we manage performance in the service and our value-adding approach to safeguarding.

The team were also extremely complimentary about the culture of the service which they found to be open, honest, caring, professional, positive and can-do with staff feeling empowered and trusted - all of which contributes to us being a very high performing, valued and respected service making a real difference to both fire fighter and public safety.
